A handful of these places have managed to split amicably (actually, the former Czechoslovakia is the only one coming to mind), but unfortunately in this regard (and very fortunately in most others) we don't have any global institution with the power and influence to act as a world government and settle these disputes.<BR/><BR/>And in this day and age, isolating the Taliban homelands wouldn't end their threat.
